Could you elaborate how this is even remotely close to M+? There's no timer, there's no scaled loot, there's no general loot pool per dungeon and there's no affixes. Really have a hard time seeing any sort of similarity other than flat health and damage scaling.

New characters aren’t likely finding a ton of heroic dungeons throughout wrath, only probably getting in on the heroic daily.
